近年来，EPC总承包作为一种新的建设模式在我国铁路工程领域快速发展，随着一部分EPC铁路项目的建设、开通运营，在投资管理方面存在的问题也逐渐凸显。为了增强对工程总承包投资管控规律的认识，减少发承包方在建设过程中的分歧，提升铁路EPC工程投资管控水平，本文从合同、施工图、分包招标、变更设计、验工计价、材料价差等方面分析铁路EPC总承包模式下投资管理的难点，并结合EPC建设实际，提出针对性策略，为提升铁路工程投资效益提供理论支撑与实践路径。

In recent years, the Engineering Procurement Construction(EPC) general contracting model has gained rapid adoption in China's railway sector.As several EPC railway projects progress into construction and operational phases, challenges in investment management have become increasingly apparent.To strengthen the understanding of investment control mechanisms in EPC projects, mitigate disputes between employers and contractors, and enhance investment management practices, this paper identifies and analyzes key challenges in railway EPC investment management.These include issues related to contract terms, construction drawings, subcontract bidding, design modifications, work acceptance and valuation, and material price fluctuations.Based on practical EPC project experience, targeted countermeasures are proposed, offering theoretical support and actionable approaches for improving investment efficiency in railway EPC projects.
